Our Company & History
We have been working in urban sanitation and waste management since 1973. From our founding until January 1999, we operated as a municipal utility (A.M.N.U.P.), serving only the Town of Portoferraio.
In 1999, we reorganized as a Special Agency, and by January 2000, we officially became a Joint-Stock Company (S.p.A.). This move allowed us to manage the entire waste cycle across the whole island, becoming the only local operator capable of consolidating previously fragmented services.
Between 2011 and 2015, we worked hard to integrate our local services with our plant operations. We launched new recycling projects while upgrading our facilities (Buraccio and Literno) to better handle the different types of waste collected on the island. During this stage, plant management and the expansion of collection services grew together. Our goal was to build a truly integrated local waste system, helping Elba transition smoothly into the wider regional management network (ATO).
In 2015, we began moving toward “door-to-door” (kerbside) collection, a process we fully completed in February 2021.
At the end of 2015, the Elba municipalities transferred the company’s assets to RetiAmbiente S.p.A. This is a fully public company established to redesign waste services across the “Toscana Costa” area. It is owned by 100 municipalities across the provinces of Pisa, Livorno, Lucca, and Massa Carrara.
RetiAmbiente is currently the 2nd largest operator in Tuscany and 6th in Italy. We serve 1.3 million residents, collecting 750,000 tons of waste per year with an average recycling rate of 60% and a team of over 2,500 employees.
RetiAmbiente is the parent company of several Local Operating Companies (SOLs). ESA S.p.A. is the local subsidiary for Elba. While fully controlled by the parent company, local municipalities still maintain direct oversight (known as “administrative control”) as required by Italian law.
The parent company handles industrial holding activities, specifically:
- Strategic direction, planning, and operational oversight of local subsidiaries, including managing relations with the Regional Authority (ATO).
- Corporate support services—such as finance, procurement, HR, and IT—to ensure everything runs efficiently and consistently across the group.
- Ownership and management of treatment plants.
- Management of waste flows to and from the facilities.
- Meanwhile, local subsidiaries (like ESA) are responsible for:
- Managing all local urban and environmental sanitation services.
- Waste collection and street sweeping.
- Relations with the local community and authorities.
